H.E. Mr. OTSUKA “Man of the Sea” Umio
Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Djibouti
Vice Admiral (Ret.), Japan Maritime Self Defense Force
 
 
OTSUKA Umio (meaning “Man of the Sea” in Japanese) was born in 1960 in Tokyo, Japan. He graduated from the National Defense Academy majoring Mechanical Engineering and commissioned in 1984 as surface warfare officer of Japan Maritime Self Defense Force (JMSDF).  His command tours at sea include Commanding Officer of Frigate JS TONE (DE234) and Commodore of Escort Division 21.
 
He assumed duty of Japanese Senior National Representative to the U.S. Central Command 2002-2003.
 
As Flag Officer, among others, he was commander of the Training Squadron deployed to the Western Hemisphere for the Overseas Training Cruise 2011, Director General of C4I at Maritime Staff Office, Chief of Staff to Commander in Chief of Self Defense Fleet and President of Maritime Command and Staff College where he took the initiative of establishing the Institute for Future Warfare Studies.  He retired from the service on December 20, 2019, at his final posting, Director General of Defense Intelligence Headquarters of Ministry of Defense.
 
He was then advising in the private sector FRONTEO, Inc., a prominent company of the Artificial Intelligence, MIHARU, Inc., a start-up of life-concierge service to the elderly people, and Itochu Corporation, the Japanese leading trade and investment company.  He was Distinguished Fellow at the Royal United Services Institute (RUSI), London, and Adjunct Fellow of the Japan Institute of International Studies (JIIA), Tokyo.
 
He graduated from the Staff Course at MCSC and the Command and Staff Course at the Joint Staff College.  He earned Master of International Public Policy from the Paul H. Nitze School of Advanced International Studies (SAIS) of the Johns Hopkins University in 1997.
 
He is a member of Association of Japan International Security and recently contributed an article “Coalition Coordination during the Boxer Rebellion: How Twenty-Seven “Councils of Senior Naval Commanders” Contributed to the Conduct of Operations” on the U.S. Naval War College Review.
 
His personal awards from foreign military include Legion of Merit (Officer) for three times from the United States of America, and l’Ordre National du Merite (Chevalier) from French Republic.
 
He is married to Yoshie Otsuka-Nakatani, Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Paraguay.
